
Liling Tien
Biography
Ms. Tien, founder of P.E.L.A. Design, Inc. is a landscape architect and planner having over 30 years of experience on Baltimore projects of various planning and design disciplines. Prior to establishing the firm of PELA, she worked for Baltimore City Urban Design Section, Department of Planning; Baltimore County Office of Planning; and KCI Technologies, Inc. Her experience includes performing comprehensive planning for towns and open space systems, community revitalization planning, streetscape and urban design, land planning for residential and commercial developments. Sustainable design is her prime design goal of her practice. She has been involved in numerous projects required close collaboration with artists implementing public art. Her design and public art projects include: Artscape 2014 “Ballroom Dancing in the Garden”, Charles Street, “Art Plaza”, and the Station North Arts & Entertainment District, Public Realm Plan. She holds a Masters of City and Regional Planning from Morgan State University and is a licensed landscape architect in the State of Maryland.
